This project further develops the Michigan Department of Education’s multi-tiered system of supports (MTSS) for local implementation capacity through technical assistance provided by Michigan’s Integrated Behavior and Learning Support Initiative (MIBLSI). The project focuses on the school as the unit of intervention and district as the unit of implementation support. Educators will implement evidence-based practices from Positive Behavioral Interventions and Supports and scientifically based reading instruction to improve outcomes for all students and specifically for students with disabilities. MIBLSI will address the State Performance Plan (SPP) Indicator 4b percent of districts that have: (a) a significant discrepancy, by race or ethnicity, in the rate of suspensions and expulsions of greater than ten days in a school year for children with an Individualized Education Program (IEP); and (b) policies, procedures or practices that contribute to the significant discrepancy and do not comply with requirements relating to the development and implementation of IEPs, the use of positive behavioral interventions and support, and procedural safeguards.


We will develop local implementation support capacity at the district level in the areas of leadership, organizational development, and competency development. Training and coaching on implementation of MTSS will be provided at the district leadership team and building leadership team levels. Training and coaching will also be provided to local coaches, coordinators, and evaluators. Teachers will be trained in reading and behavior practices to support their students. Evaluation will focus on effectiveness of the training/technical assistance provided through the project. Evaluation will also focus on student outcomes, fidelity of implementation, district capacity, and scalability (number of schools and stage of implementation).
