Purpose
The Illinois proposal for a State Personnel Development Grant (SPDG) will address the established priority of reforming and improving State educational agency systems for personnel preparation and professional development in early intervention, educational, and transition services in order to improve results for children with disabilities. Required absolute priorities will also be addressed, including: (1) Effective and Efficient Delivery of Professional Development; and (2) Development of a State Personnel Development Plan.
Method
This goal will primarily be accomplished by increasing collaboration with the Illinois Statewide Technical Assistance Collaborative (ISTAC), and scaling up the components of the Illinois Response to Intervention (RtI) Network (the Illinois 2010-2015 SPDG Project), including Illinois Higher Education (IHE), parent training, and coaching through implementation of the Multi-tiered Systems of Support (MTSS) Network. Another goal of the MTSS Network will be to increase foundational support within the Illinois State Board of Education (ISBE) plan for Illinois’ Statewide System of Support (SSoS) for implementation of a multi-tiered system of support. The MTSS Network will involve a collaborative partnership of local educational agencies (LEAs), regional offices of education, institutions of higher education (IHEs), ISTAC, and parent entities; this partnership will employ personnel with expertise in coaching, school improvement, RtI, and comprehensive learning supports, inclusive of academic and climate and culture interventions.
